if you have installed your /home on its own partition you can install
from disk but there is no upgrade between them.

The normal way to do this is to upgrade to 9.04, then again to 9.10.

The upgrade to 9.10 seems to cause problems for a lot of people, so my choice
would be to install from scratch. In most cases, this means backing up all your
data, then restoring it after the fresh installation. Don't forget your email
and browser favorites, which usually need to go through an export/import
process.

I also like to make a list of what software I have installed:
sudo dpkg --get-selections > packagelist.txt

On the new installation, I go through the list manually and install the
applications I use.

You can't. The best way is to back up your home and do a fresh installation.
Then move all your home data back and install any apps that you used to have
installed. The only way to upgrade is from one release to the next. You
cannot skip releases. The only exception to this is going from LTS to LTS,
that would be from 8.04 to 10.04 when Lucid Lynx is released next April. I
do not advise that you upgrade from 8.10 to 9.04 and then to 9.10 because
there is too much potential for something to go wrong.
