I am going to guess here but I think you mean a WBR-2310 the same as
your subject header as I can't find a 2130 listed at DLink

Since you are running a Cable modem and your router doesn't work when
just plugged in, I would bet that your Cable provider registers the
MAC address of the first item connected to the cable modem. Most do.
In your case now that would be the computer. What you need to do to
get it to work, is either:

A: Plug in all the connections for the router, WAN to Modem, A Lan
port to the existing computer, Pwr to the router plugged in. Now
nothing will work on the Internet. Then call your cable provider and
ask them to reset your connection because now you have a router
connected after the cable modem. They will release the modem and then
they will ask you to turn everything off for 15-30 seconds and then
turn them back on in sequence, Modem then router then PC. You will
then be up and in service.
or
B: Clone the MAC address of the computer to make the Mac Address of
the router the same as computer is now. This way the cable company
doesn't see any change to your modem connection registered addresses.
Your manual for the router will explain how to do this in more
detail. Then just plug it all in and restart every thing in sequence
like above.

The only thing you would need NDIS wrapper for is the network card,
it has nothing to do with the router. The router would be configured
with your browser. Your use of Wine is not explained but since you
have no need to install any windows programs to make these
connections work, It would seem to be irrelevant unless you have more
requirements.

The default is no security on the router so it should work with no
security on your Vista machine almost automatically. MAKE sure you
set up security as WPA2 for the router and the Lap Top once your up
and running or you will be supplying free Internet to your neighbours
as well, with some unhappy consequences.
