Not sure about FreeBSD but on Linux, all you need to do is
format the new partition, mount it at a tmp position, move
the files over, edit the fstab to tell it look at <new device>
for /var, reboot. For file systems that grow automatically
not sure on that one.

And proc will always be 100%, you can not change it.
