How to enable references option in tools menu

I'm making the switch from Excel 2003 to Excel 2007. I want to load
object models from other applications but the "References" option in
the "Tools" menu is de-highlighted. How do I enable the "References"
option?

Don't know 2007, but don't you have to add the add-ins before you can tick
the references?
