Actually /tmp and /var/tmp must be world-writable or many programs will
break.

Unix, owing to the long heritage of multi-user systems, prevents random
users from writing to arbitrary locations in the filesystem. Pick a
directory where you have write access (somewhere in your home folder,
/tmp, /var/tmp, or some other directory where you've been given write
access) and all should be copasetic.
