I installed windows  Installer from the first link
and I don't have a filter and I downloaded jdk-6u16-windows- i586.exe again

, again the same error: "the windows installer service  could not be accessed. this can occur if you are running windows in safe mode,or if the windows installer is not correctly installed.contact your
support personnel for assistance." but my windows is not in a safe mode.
how can I have proxy server to download  it.
