How can I set the timeout for LILO

I have couple of questions about seting up my linux system .

Does anyone know ;

1)How can I set the timeout for LILO to boot to the default OS in 33
seconds i text mode?

2)How can I setup my own desktop wallpaper?

3)How can I setup login banner to say "Welcome to MyLinux"

4)How can I setup my system login message to say "Linux is a great
OS"

These should be done in text mode.
