sort code

I inherited this code in an excel spreadsheet and nobody at work seems
to know:
1. What kind of code it is.
2. How we can use it.
{QUERY-NEW
ESCAMBIA;C:L9;"((Section=c:B2)#AND#((Township=c:C2)#AND#(Range=c:D2)))"}
The code is at the end of a row outside the data field.
It "gets" the input from the section, township, and range boxes in the
data field.
I believe it is used to sort/filter the data range to select a very
specific row of data.
I can't get it to run as a macro (it gives me various code compile
errors).
Any ideas???
