you can't do it.
Firstly you try to start from the command prompt
incorporating all the path and classpath.
then you can set in windows by environment variable

I started tomcat  using command prompt, it is working fine, but it is
giving "service not found" error while starting it using start menu
even though environmental variables are given

Just see what is the program the Start Menu is trying to execute and then try
and execute the same through the command prompt to get the exact reason.

Actually, your Windows Environment settings have to
set. It is within Control Panel. But I do not
rememeber
the actual postion.
Moreover, you tell me the Windows Version that you are

using.
Your setting through Start Menu -> Run is not going to
change the default settings of Environment Variable of
Windows.
Either you have to use command prompt or set the
Environment Variable through Control Panel.
Use Textpad or Visual Cafe program which will enable
you to overcome the problem.
