non-root user can change his password

How a non-root user can change his password (in Red hat linux) on commandline? passwd

My intention to ask this question is, I need to build a GUI that takes up user's old password & new password/userpasswd

I know the command "passwd" as well as "usermod" (this
can be called by root user only).

It seems you have not understood my question. "passwd"
command requires user input @ the terminal. My
question is, is there any command that takes up old &
new passwords as "arguments" ?
