Weird problem and it appears that the message is being pushed to the
bottom of the screen when not maximized but there's no scroll bar to
access it.

All I can suggest is the background theme is broken in some way so try
changing that, or removing themes entirely. Could be the latest update
to Chrome that's broken it and removing / putting back the same theme
may fix it too.

I removed the theme - didnt help.

I didnt remove the update but, after clicking on
a lot of different options I finally found that by
choosing under Display Density: Compact that
my mail screen works again.

I think its the latest update. For now, I think Ill
leave it and see if they issue another one soon.

At least you fixed it and we know what to look for if we come up
against this one
