Auto-Hide Navigational Arrows ?

On the newest Linux flavors (I'm using Ubuntu 11.10 with
KDE), it seems as if the up and down navigational arrows on the right
hand side that scroll a page up and down are auto-hidden by default
until you place your cursor on top of them. Plus, they no longer have a
nice narrow rectangular section there you can scroll from top to bottom,
but instead the two arrows are just contained in a small section and
scroll up or down in a relative position for the page.

That is very lousy programming, in my opinion. Why in the world would
they change that? Is there a way to change the look and feel of that
function to go back to the way it used to be and at least not auto-hide
the arrows? It's quite annoying and not user-friendly at all!

I am using Kubuntu 12.04 and it is the same as always. It could be that
your settings are being affected by Unity's overlay scrollbars which I have
removed. Does this happen in all applications, in just KDE applications,
just in GTK applications or in only some applications?

Sorry, I guess the problem went away or else I can't remember or
duplicate the programs where I was having the problem. It seems to be
ok now, but I just did the upgrade to 12.04, using KDE. Maybe that's
when I was experimenting with Unity again, but I've pretty well given up
on Unity. Just too different for a desktop person to handle.

I'm using Mint 12 with Cinnamon, and don't have those annoyances.
