Why isn't Firestarter default?

Why isn't the Firestarter firewall package part of the initial default
installation? Especially given Ubuntu's emphasis on security and simplicity?

Since iptable is already there and if you know the
method to use that then there is no need of using
firestarter. Since it does the same thing.
