I personally use mysql db as its used just about everywhere on web
hosts. But its also easily installed on your own computer.

HTML, CSS & PHP is what I use for the programs.
HTML is the code for the web page.
CSS is for the look and feel.
PHP for the logic.

I like geany and bluefish for coding.
