It is best to use .deb files in ubuntu.
If it is in your checked repos, then use synaptic and
install from there.

If you insist on doing it from the tar.bz

Then log into a terminal
and as sudo tar jvxf "name of file"
Then cd to the newly made folder and read the readme to see what you do next.
