trouble with IF/OR, Left and a simple loop

I noticed that to but didn't add left(c,3) because it wasn't working
anyway.

Here is the example:
Acc# Amount
1011 0
1012 -12460
1015 0
108 0
1041 -2590
411.gala 50000
