web server doesn't recognise request parameters

I'm using weblgic server 8.1 SP 4, my problem is that this cool web
server doesn't recognise the passed request parameters which have been
made by simple HTML tags including <input type=text> it only recognise
the parameteres which passed by a <netui > tags? Do you have any idea
why this famous web server act in this crazy way?

do you use <form> tag in this page to submit data.
