Regional(International) Settings and vice versa to English

I am having a slight problem with decimal point
converting to international (comma) value when
selecting a Regional "International" Setting and
vice versa back to English(USA) to (decimal)
for some cells in a spreadsheet.

The cells have a FIXED($B1+0,2) type of an equation.
There are some cells with this type of an equation when I would type into it,
the cell doesn't do a calculation, it simply displays the equation without an
error.
I have also tried the F9 to Calculate Now, but this didn't change anything.

Any help would be greatly appreciated to solve and fix this.

Somebody else came up with the solution for me.
That is, do the following in the Excel file:
Private Sub Workbook_Open()
Application.CalculateFull
End Sub
