Does any one know of a PHP program that will let me make php web sites
with the options of adding MySQL and page editing and view editing.

Are you looking to add, delete data dynamically from web  pages?

MySQL is required, not optional here, but check out Drupal, Mambo, Joomla,
Wordpress,
and several other open source content management systems, or CMS's.
