program that monitor modem

I want to make a program that monitor modem . That check that modem
is inuse or not.

Also i want to dial number using java code.

Any one help me about this and kindly send me small example for this.

you know nothing about java. why not look at what type of language
java is.

you cannot do direct hardware addressing in java.

I know about java  .
I read some TAPI documentation for java.
I think using TAPI we can controll modem  . dial number  and lot of
others .
I just ask for a simple example  TAPI. if you have then send  me
