Farsi in Appletviewer

There is strange behavior from java when trying to type farsi
characters in java input fields(Appletviewer in Oracle Forms
Server9i R9.0.2) Under windows it is correct but the 3 characters
(GAF,CHEH,PEH,JEH) don't have joining with any other charachters.
Anybody idea?
