You may see this address in you plan to send/receive reasonable amount of SMS:

We at MAGFA provide various methods and docs to transmit SMS from different
platform including J2SE.

If you wanna send/receive less traffic you may use GSM modem or contact our
resellers.

At first you need at least one "GSM modem" or a "Link" which is given by Mokhaberat.
If you have these infrastructures I can help  you about the detail coding in java.
