Content Management System

Would you please advise me what the best framework or engine for developing Content Management Systems is?
There is a CMS like project with its basic functionality (Content Management and Structure Management). How is the fastest way to develop a special Web-Site with custom Control Panel, which has CMS functionalities?

I think best depends on your requirements,
if you want Web CMS with a little Persian support, try liferay portal with its CMS portlets.
it has good integration with Alfresco ECMS.

what's your Idea about Liferay Journal CMS for an corporate that want use simple feature of a CMS ?!
do you think this Journal CMS is better than liferay Portal with a lot of feature?

this is my personal idea:
liferay with its Journal portlet is more than enough for most simple CMS systesm,
for more complex ones liferay with Alfresco ECMS can be used.
this way you can benefit from other liferay portlets like user managment, news, word of the day, ...
with ability to upgrade to better system  in case of need in future.
