Best way to make an application which can work as stand alone application as well as Web app

i am new in Java and looking for the solution for following problems.

.....ar ar ....

i will request u one by one coz u people may be busy....

what is the best way????

1) to make an application which can work as stand alone application
as well as Web application.....

(i am working in Govt of Rajasthan and making distributed
applications....)

If you dont want to have any web application  Swing is the best but if
you want a simple web  Base application, I tested java  Web Start with
swing applicatins Some times for this mean but I dont think it can
work on larg project but It is not a bad technology!
Some wizard for it is in JBuilder!

Otherwise you must write your project with EJB for example with EJB
Client Application or RMI or ... For Web Base program howover there
are many beter soulotion and techniques for writing pure web
applications.
