Apache FOP Problem with Farsi

I'm using Apache FOP 0.94. to convert an xml file containing Farsi
data to PDF, But as a usual problem!!! the resulting PDF is invalid
and Farsi characters are corrupted. The .xml and .fo files both have
utf-8 encoding. Is this problem solved by embedding a farsi font, or
some specific configuratins? Anyone having the same exprience before?
